Depending on the category, nominations are either chosen by a peer-reviewed nominating jury made up of industry professionals, or by the membership peer branch associated with the category being judged.

Years ago, all Television nominees in Program and Performance categories were chosen by a nominating jury, whereas craft categories are chosen by a membership vote. If a TV Program or Performance category receives fewer than or equal to 15 entries (or less than or equal to 20 hours of total entered footage), nominations will be determined by Academy membership branch vote, rather than a jury vote.

Film nominees in Craft categories were at one point selected by a Feature Craft Nominating Committee. In recent years, nominations in feature film craft categories have been selected by a peer-based Academy membership branch vote, rather than a jury vote.
